Description of Responsibilities
Under the supervision of the Director of the UNESCO Office, Jakarta, and in close cooperation with the Jakarta Tsunami Information Center, the incumbent shall perform the following functions:
1. Implement the UNISDR project, Building Models for Disaster Preparedness, with focus on Indonesia, in: a. Development and promotion of assessment module to measure community preparedness for multiple range of hazards; b. Development of a “model community” for disaster preparedness at national and regional level. 2. Assist in developing a strategy to ensure the sustainability of a Disaster Risk Reduction Unit in the UNESCO Jakarta Office; 3. Maintain active contact with the Indonesian Government, institutions and individuals involved in the programmes and prepare correspondence especially when such communication needs to be made in Indonesian language; 4. Develop and maintain network with national, international, non government organization as well as other UN bodies working on Disaster Preparedness and Disaster Risk Reduction; 5. Assist in the development of UNESCO proposals for external funding, including document preparation and revision; 6. Cooperate on matters relevant to disaster preparedness and disaster risk reduction with all units within the UNESCO Jakarta Office; 7. Write reports, update databases, and evaluate documents on relevant information concerning Disaster Preparedness and Disaster Risk Reduction; 8. Undertake other duties as assigned by the Director of the UNESCO Office, Jakarta.
Competencies
1. Sound expertise in the field of disaster risk reduction. 2. Experience with community-based programmes. 3. Familiarity with the structure of the Government of Indonesia, able to maintain networks and to cooperate with government institutions, in particular those working on disaster issues. 4. Strong communication skills (spoken and written). 5. Team worker/builder, proven record in working collaboratively with colleagues to achieve organizational goals and ensure timely delivery of results. 6. Ability to work with minimum supervision, with efficiency, competence, integrity and in harmony with people of different national backgrounds. 7. Capacity to represent the organization at functions organized by national and international partner organizations. 8. Strong analytical skills and ability to analyze complex issues. 9. Ability to identify priority activities and assignments and make necessary adjustments as required. 10. Ability to work with high speed and under heavy pressure while maintaining accuracy and paying attention to detail. 11. Ability to work beyond normal working hours if necessary.
Qualifications
Education: Master Degree in Social Sciences, Development Studies or other disciplines related to disaster risk reduction.
Work Experience: A minimum of 8 years relevant work experience related to disaster risk reduction within international and multilateral relations. Computer literate (i.e. Microsoft Office – Word, Excel, Power Point, Outlook, Access).
Language proficiency: Fluency in spoken and written English and in spoken and written Indonesian is expected, as well as the ability to draft documents and express views in a clear and concise manner.
