Preparation of the ICZM activities plan for the NEAP and conduction of ICZM seminar
Background on Project:
This project will strengthen Turkmenistan’s National System of Protected Areas by demonstrating effective protected area management and biodiversity conservation in Turkmenistan’s Khazar Nature Reserve (KhR) on the Caspian Sea coast. Two of the world’s major flyways - the Central Asian-Indian Flyway and the East African Flyway — converge on Turkmenistan’s Caspian coastal region. This fact makes the coastal wetlands of KhR especially important for migratory birds as they move north from Africa and India and south from Europe and arctic Russia.
The conservation and sustainable use of such a wide range of biological diversity requires more integrated approaches to conservation and coastal resource management in Turkmenistan. It requires increased involvement by local communities, more cross-sector collaboration among government and civil society institutions, a deeper understanding of coastal ecosystem function and coastal zone management practices, increased capacity of resource management organizations, improved PA and financial management, and applied incentives for conservation and sustainable use. This project is designed to provide the tools, the expertise, and the arena for stakeholders to adopt these new practices in ways that are appropriate for Turkmenistan and that strengthen Turkmenistan’s National System of Protected Areas. In so doing, the project will generate substantial global environmental and national sustainable development benefits.
The second component of the project is aimed at the introduction of the Integrated Coastal management concept into planning of industrial and municipal organizations with the high consideration of the biodiversity conservation issues.
Purpose of Work:
The purpose of work is to increase of the coastal development planning working group in the Integrated Coastal Zone Management concept and to introduce ICZM-related activities into the National Caspian Action Plan which is being developed as a major coastal development strategy of the country.
Specific Tasks
More specifically, the job entails:
Conduction of the ICZM seminar:
The preparation of all necessary materials and conduction of the seminar on ICZM theory and best practices for members of the working group on ICZM development and, provided the authorization by the government, the presentation on the same topic for members of the inter-sector committee on development of the coastal areas. Specific emphasis should be given to the issues of the preserving the bio-diversity, coastal planning and development of tourist activities. The content of the seminar and presentation should be agreed with the ICZM local expert and Chief Technical Advisor (CTA) of the project.
Introduction of the ICZM activities into the coastal planning
Working closely with CTA and ICZM specialist, conduction of assessment of current situation on ICZM practices on the Caspian coast, and preparation of small (up to 20 pages) needs assessment report.
With close cooperation with the CTA and based on information provided in the NCAP, the development of the plan of specific activities aimed at introduction of the ICZM practices at the Caspian coast. The plan of work should expose activities, outlined in the project description and submitted for the inclusion to the newer version NCAP (expected to be adapted in the beginning of 2008).
Competence and work experience:
The Consultant should have:
Masters degree in the field of integrated coastal planning, urban development, environmental management and other discipline, related to the coastal zone development and management
Minimum 5 years of experience, preferably as an international consultant, in the area of integrated coastal zone management or coastal planning (preferably in Central Asia and Eastern Europe)
Experience in participation in the implementation of ICZM practices into the planning process at the national level with the focus on biodiversity conservation
Experience in conduction educational seminars is a plus
Excellent knowledge of English language (both spoken and written), knowledge of Russian is strongly preferred
Ability to travel to Turkmenistan and to the Turkmenistan Caspian coastal area, if necessary

Reporting
The position will report to the National Program Office (Environment, UNDP-Turkmenistan) and the Chief Technical Advisor of the project. The expert will work closely with the Ministry of Nature Protection, Member of the NCAP working group and the relevant specialists of the National Institute of Deserts, Flora and Fauna.
Time-frame of Work:
The work will be undertaken from March, 2008 to April, 2008 with possibility of extension. The approximate total number of days of the work load designated for each output:
Preparation of assessment report 5 days
Preparation of materials and conduction of
seminar and presentation on ICZM 5 days
Preparation of activities plan in ICZM 5-10 days
Total: 15-20 days
Time frame is subject to revision and change.
Travel arrangements
The consultant is expected to conducts at least one trip to the project office in Ashgabat, Turkmenistan. The travel will tentatively take place sometime in March-April 2008, focusing on delivering output 1) and 2). The duration of travel will be determined after the contract is awarded and a detailed schedule of work is established. Travel costs will not be included into the consultancy cost of the contract and will be covered separately.
