MADRID, SPAIN; July 12, 2007.- Thermometers will be allowed to fall no lower than 24 degrees Celsius (75 degrees Fahrenheit) in summer, the government said, on a day when the maximum temperature in the capital Madrid was forecast at 33 degrees (91 degrees Fahrenheit).
In winter, heaters will also be controlled, with temperatures capped at 21 degrees Celsius (70 degrees Fahrenheit), it said.
The power industry is one of the main sources of carbon dioxide — the main gas believed responsible for global warming.
Spain produced 48 percent more greenhouse gas in 2006 than in 1990, the base year for the Kyoto agreement under which developed countries are committed to cutting their emissions. Spain, whose economy in 1990 lagged other European Union countries, is allowed a 15 percent increase.
